How to change commanders voice?

Supposedly this update allows you to change commanders sound. Does anyone know how to do it? I remember about a year ago I could download Russian server version and simply replace the entire res audio folder..But after a while the content of that folder was emptied once a game received another update. Any suggestion on how to change sound to Russian?
